Covert Operations
Terry was responsible for the management of the Metropolitan Police Service (MPS) Covert Human Intelligence Source (CHIS) Unit. The responsibilities included the day to day management of all registered informants, training, assessment of, and payment of rewards, liaison with all the enforcement authorities and judiciary within the UK and beyond.
The good management of CHIS is an onerous challenge, beyond the scope of many professionals. Protecting the ‘system’ from abuse and erosion has been a challenge since 490 BC (Sun Tzu) and beyond. So sensitive is the subject that it requires continuous monitoring and training. Terry was instrumental in the design and delivery of the training courses for Handlers and Controllers. He was also a member of the National Source Working Group reporting to the Association of Chief Police Officers (ACPO). He developed the Reward Matrix to assess the rewards for intelligence, taking into account all the component factors such as risk, success, value, priority offences, social impact and corporate image, which was adopted as MPS and national policy.

Kidnap and Hostage
The threat of kidnap and unwarranted demand from terrorist and criminal organisations is very real. Specialist training raises the awareness to these situations and provides the knowledge to take actions which reduce the risk of being the victim of these crimes.
Terry is a trained Hostage Negotiator and during his career in the MPS was engaged in criminal and political investigations, also taking part in the national training courses and ‘table top’ exercises designed for major incidents within the UK.
